I think the 'evil empire in the east' thing is all Tolkien's fault, for perpetuating the "to the west is where the good stuff is" idea.

I think there's some cold war leftovers there too. But seriously. How about an evil empire in the northwest? That's realistic (http://wikimapia.org/4001/Microsoft-Corporate-Headquarters). :)
