I couldn't think of what park you might have been in for kite flying until you mentioned NOAA, and then it all made sense. I went to a picnic (some kind of school related thing, I think... it was a long time ago) in that park and had a heck of a time figuring out where I was supposed to be. The blackberries are great, though!
