It's not rhetoric, man, it's history. What did 1619, 1798, 1803, 1823, 1848 and 1916 all have in common? They failed. Even if the horrendous logistical problems of '98 hadn't happened, it still would've only been about a sixty-forty shot- no pun intended. Hit. Run. Hide. War is murder, plain and simple. Collins knew it- that's why he went to Beal na Blah. Like all violence, it's sometimes necessary. That doesn't make it right, of course- but it's not being right doesn't make it any less necessary.
