It's from the story "Chromatic Aberration," by John M. Ford, available in his collection Heat of Fusion and other stories ("Heat of fusion and heat of dissociation differ only in degree, ha ha").

Words are inadequate (the poor craftsman curses his tools) to describe the loveliness of our coastal regions, but words are what I have available.

I read that in early August 2006, and stopped and reread it, and though "this man really is as brilliant as people say."

Less than two months later he was gone.
