I think there's justification for every Slytherin being evil. If a student wasn't evil, then the hat wouldn't put them in Slytherin, would it?

What I find implausible is that approximately one quarter of the students are evil, and that nobody's had the bright idea of just chaining them to big heavy rocks. I like to think that evil is rarer and good is cleverer.
